Under administrative direction, this vision and results driven leader is responsible for creating an atmosphere for the leadership team, staff, and stakeholders to succeed in meeting the mission of the Department of Port Control. The Assistant Commissioner is responsible for leading a section, developing and executing strategies in support of the overall business plan and strategic direction of the organization. Provides strategic direction and oversight for the design, development, operation and support of IT systems and programs that fulfill the needs of the business, including enterprise architecture management, application management, security and risk management, infrastructure and operations support management, and asset management and life safety systems. The Assistant Commissioner provides strategic leadership by articulating technological needs and plans to the executive management team, shareholders and the City of Cleveland (COC), Department of Port Control’s (DPC) administration.
Minimum Qualifications
- A Bachelor’s degree in Computer Science, Computer Engineering, Management Information Systems, or closely related field from an accredited four-year college or university is required.
- Ten years full time paid relevant high-level management experience with an emphasis on computer technology management is required.
- NIMS and ICS certifications for Management tier and any assigned working groups must be completed within six months of employment and complete additional or refresher trainings as required.
- Must have a demonstrated ability to work in a diverse and inclusive environment that fosters non-discrimination.
- Must have excellent written and verbal communication skills. Must possess strong analytical and problem-solving skills.
- Must possess the ability to effectively manage time, negotiate contracts, create and carry out strategic planning, work independently, and work varied hours.

- IT Vision and Strategy
- Collaborate with the executive and senior leadership teams to develop, prioritize and implement plans for the operational infrastructure of systems, software, networks, policies, processes, and personnel designed to accommodate the dynamic nature of the airport system.
- Execute the global strategy for all information systems, data, and analytics, including applications, cloud platforms, infrastructure and architecture.
- Align IT risk management such that security and compliance are in place.
- Collaborate with senior management in the development and deployment of digital and data strategy.
- Partner with leadership team to understand their technology and data needs and short and long-range operational plans to coordinate implementation of IT solutions.
- Establish a global digital roadmap aligned with the current and future needs of the business.
- IT Governance
- Ensure collaboration, communications, prioritization, and alignment of IT initiatives/projects to the goals of the organization of the City of Cleveland and Department of Port Control.
- Provide cost-effective management, rationalization, and simplification of the organization’s portfolio of internal systems, user platforms and projects.
- Establish and enforce appropriate IT policies, best practices, processes, systems and technology portfolio and lifecycle management. Design, implement and maintain Disaster Recovery and Business Continuity Plans.
- Identify and standardize the use and governance of data and analytics, and ensure that standardized data governance tools are used across the organization in coordination with City of Cleveland IT.
- Technology
- Ensure the security of the network infrastructure and data recovery centers.
- Maintain currency on new technologies and platforms. Provide direction on what emerging technologies to be assimilated, integrated and introduced within the airport system to ensure IT capabilities respond to the needs of the organization’s digital business strategy.
- Provides strategic direction in the IT organization’s innovation efforts and role in experimenting with new solutions to take advantage of those opportunities in the fulfillment of the organization’s digital business strategy.
- Design and customize technological systems, applications, and platforms to improve the customer experience. Quality and Service Operations – Identify and implement methods to continuously improve processes and outcomes while utilizing industry standards and benchmarks to measure service, quality, and satisfaction to exceed both internal and external customer expectations.
- Asset Management & Life Safety Systems – provides executive oversight and strategic direction for the long-term management of assets within the organization. Ensures the organization is compliant with local, state, and federal requirements for all life safety systems.
- People Management – Implement IT organizational design to support and engage the business. Develop and retain a highly qualified IT team. Plan and provide continuity and succession for all IT management. Build a functional and collaborative global IT and Project Management teams at the Department of Port Control and align these teams with the direction and needs of the business.
- Financial Stewardship – Develop the IT budget and monitor IT organizational performance against the budget. Create effective partnership and negotiate agreements with service providers. Utilize analytics programs to allow leadership to make data driven decisions.
- Senior Leadership – Serve as a member of, and establish strong working relationships with, the executive management team and participate in the evaluation, development and presentation of the DPC’s plans, documents and programs as a strategic partner.
- Leadership – Effectively select, critique, and mentor direct reporting team members through the establishment of clearly defined performance standards and work items; the execution of timely performance reviews providing constructive guidance for improvement and development; and the fostering of strong employee morale through the ongoing reinforcement of high expectations in regards to honesty, integrity, openness, teamwork and responsibility.
- Strategic Liaison – Carry out approved goals and objectives and support the strategic direction, priorities, objectives, vision, mission, strategic priorities and values of the DPC through the establishment of effective working relationships and communication with community leaders, board members, politicians, business leaders, and governmental entities.
- Regulatory – Adheres to company, federal, state, and local business requirements, enforcing compliance and taking action when necessary.
- Budget – Leads in the planning, formulation, evaluation, and execution of the Division of Information Technology Services operations and budgets. Develops strategies for the effective and efficient use of human and financial resources.
