Buyer – Northeast Ohio Regional Sewer District

JOB SUMMARY

 

Responsible for following regulated purchasing procedures to process requisitions. Coordinates contract agreements with the end-user and Legal department.  Works with the purchasing team to develop and evaluate suppliers’ reliability and develop new supply sources.   Maintains a positive relationship with internal and external stakeholders.  Performs other duties of a similar nature as may be required.

 

ESSENTIAL FUNCTIONS

 

  • Purchasing Responsibilities – Responsible for following regulated purchasing procedures to process requisitions for items such as electrical, plumbing, maintenance, repair and operational items. Evaluates requests from user departments to ensure all information is provided. Responsible for soliciting quotes through the purchasing software.  Analyzes numerical and written information to determine qualified vendors for price quotations and choosing alternatives. Evaluates quotations for best price, quality, performance and recommends vendors. Conducts Sewer District-wide ordering of business cards through a negotiated contract. Coordinates the request, submission, review, final proof and the creation of a purchase order.  Works with the purchasing team to develop and evaluate suppliers’ reliability and develop new supply sources.  Responsible for following established procedures and process purchase orders after final evaluation in a timely manner.  Ensures supplier compliance and performance metrics are developed.

 

  • Contract Oversight – Review contract content provided by the Legal department in comparison to the end-user requisition. The contract is reviewed for value accuracy, the appropriate awarded supplier name, resolution information and signatures. Responsible for processing the purchase order and uploads the agreement to the purchasing software and contract tracking log. Maintains original contracts for the purchasing file.

 

  • Customer Service – Interfaces with various departments and suppliers to resolve delivery shortage, overage and accounting issues. Responsible for effectively and efficiently advising suppliers appropriately by responding to telephone inquiries and complaints. Maintains a positive relationship with internal and external stakeholders.

 

  • Performs other duties of a similar nature as may be required.

 

 

 

 

MINIMUM JOB REQUIREMENTS

 

EDUCATION

 

Candidate must possess an associate degree, preferably in Business, with a concentration in Procurement, Supply Chain Management, Business Management, or a closely related field.   A bachelor’s degree is preferred.  Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

 

EXPERIENCE

 

Candidate must possess four (4) years of experience in a procurement or purchasing environment where contract administering, buying or purchasing was a major job responsibility.

 

OTHER REQUIREMENTS

 

LICENSURE AND CERTIFICATIONS

 

  • Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.

 

  • A certification by a nationally recognized professional purchasing organization is preferred. For example, Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB) and Certified Purchasing Manager(CPM).

 

KNOWLEDGE, SKILLS AND ABILITIES

 

  • Candidate must possess knowledge in using sustainable procurement methods and procedures including buying, quality assurance, contract administration and contract law. Experience must include knowledge of ordinances, rules, regulations and requirements governing purchases of commodities and services. Candidate must possess knowledge of sound business and purchasing practices.

 

  • Candidate must possess effective written and verbal communication, organizational skills, decision-making abilities.

 

  • Candidate must possess ability to manage projects, meet deadlines and tackle emergencies and difficult situations.

 

  • Candidate must possess the ability to effectively plan and coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.

 

  • Candidate must be proficient in Microsoft Office Suite, including Word, Excel and Outlook. Must be able to utilize the Sewer District’s Enterprise Resource Planning System (ERP).

 

 

PHYSICAL AND MENTAL REQUIREMENTS

 

During the course of performing the essential functions of this position the employee must be able to compare, compute, analyze, synthesize, copy, compile, coordinate and instruct.  Ability to communicate is required.  Physical work will need to be performed, such as standing, sitting, balancing, feeling, hearing, walking, crouching, reaching, fingering and talking.  Must be able to lift up to 10 lbs. on an occasional basis. Position will require visual demands of near acuity, depth perception, far acuity, color vision and accommodation.  The position requires office work.  While visiting the plant or construction site the employee may be exposed to extreme weather and wet and/or humid weather.
