The Civil Engineering Technician supports the Director of Construction and associated divisions by evaluating, designing, administering, and implementing comprehensive capital infrastructure and rehabilitation programs and projects as well as field observation and inspection to ensure compliance with design plans, standards, and specifications. The Civil Engineering Technician is also responsible for advancing assigned projects, relationships, and priorities to produce desired and actionable results and must exercise discretion and independent judgment with respect to Cleveland Metroparks construction programs and projects.
Essential Functions:
- Effectively designs and manages assigned projects and programs for capital project competitive quoting and public bidding including drawings and specifications, and the development of project scope to fit budget.
- Field observes construction activities on capital improvement projects: Documents and prepares daily reports on work completed by contractor; ensures construction techniques and materials satisfy requirements and intent of project drawings and specification; assures construction activities and materials comply with Park District policies; reviews general progress of project and specific construction operations as directed; participates in project meetings providing insight to project specifics and progress; performs measurements and prepares notes pertaining to actual field conditions.
- Regular and predictable attendance is expected and required. All Cleveland Metroparks employees must be prepared to work flexible schedules, including evenings, weekends, and/or holidays as required.
- Requires regular field visits to jobsites in developed and remote areas.
- Keeps direct supervisor promptly informed of key/significant issues or concerns.
- Carries out duties and responsibilities in a safe and efficient manner to maintain a safe work environment and surrounding area for oneself, co-workers and public. Responds to hazardous situations and/or potentially unsafe conditions by taking corrective action as capable and promptly notifying supervisory personnel.
- Updates and enhances own knowledge by involvement in continuing education for professional growth (i.e., attends relevant conferences, seminars, in-service trainings, and certification programs)
- Performs related duties as assigned or apparent.
Qualifications:
- Bachelor’s degree in civil engineering, construction engineering, or a related field required; supplemented by one or more years of experience in civil engineering drafting and design; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Must possess and maintain a valid driver’s license under the laws of the State of Ohio.
- Demonstrated knowledge of civil engineering design standards, construction techniques and materials, engineering and surveying principals
- The ability to draft utilizing AutoCAD and interpret construction drawings and blueprints
- Ability to effectively field inspect capital infrastructure construction projects
- Ability to develop and maintain effective working relationships with stakeholders including contractors and the general public.
- Ability to speak and write clearly, concisely and persuasively using correct grammar, spelling and punctuation with ability to communicate one-on-one or in group settings.
- Ability to perform work with a high degree of accuracy and organization.
- Management skills and strong business acumen, including problem solving, vision, ability to manage multiple programs and meet deadlines, collaboration, leadership, decision making and ability to analyze diverse facts and develop clear and concise reports and recommendations.
- Ability to work cooperatively with others.
- Proficiency in software programs including all Microsoft Office programs.
- Mature professional attitude and considerable discretion, including ability to manage confidential information.
- Ability to perform with considerable independence and initiative.
Salary: $58,986 – $73,732 annually (Internal equity considerations and the average salary of the peer range will be reviewed/considered before making a final offer)
