JOB SUMMARY

Responsible for performing industrial wastewater pretreatment inspections, data collection and analysis work related to the protection of the Northeast Ohio Regional Sewer District’s (NEORSD) wastewater treatment system through implementation of its Industrial Pretreatment Program. Conducts business program inspections including Sewer Service Charge Based on Usage of the System (SSCBOUTS), Non-Discharge Status (NDS), Non-User Status (NUS) and Temporary Discharge Permits to ensure appropriate billing and calculates surcharge rates as applicable. Performs investigations into sources of pollutants entering the collection system. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

– Inspects industrial and commercial businesses to ensure compliance with Federal, State and local discharge regulations.

– Evaluates industrial users’ production, operation and maintenance practices related to waste discharged to the sewer system. Collaborates with company contacts to conduct interviews and convey regulatory requirements.

– Interprets regulations as they apply to industrial users and recommends permit requirements. Reviews and comments on industrial discharge permits.

– Installs various types of sampling and monitoring equipment such as but not limited to automatic samplers, flow monitoring devices and pH data loggers.

– Collects and preserves samples of effluent discharges for chemical, physical and bacteriological parameters, and prepares sampling paperwork including chain of custody, labels, laboratory analysis sheet, sample request form, and tracking and monitoring forms.

– Evaluates and interprets analytical data, industrial user’s self-monitoring report and pretreatment permit to determine compliance with regulations and local limits. Diagnoses problems by critically examining data (calculate pollutant loadings, identify temporal and spatial trends). Performs calculations as needed including surcharge rates as applicable.

– Enforces industrial pretreatment program rules and standards. Identifies violations of pretreatment activities and regulations, issues letters of compliance and notices of violation to industrial users, organizes compliance meetings with facilities in non-compliance. Takes appropriate enforcement action in accordance with the District’s Enforcement Response Plan.

– Arranges for equipment, supplies and resources to be available for assignments. Completes projects in a timely manner. Maintains flexibility to change work assignments or priorities.

– Conducts business program inspections including Sewer Service Charge Based on Usage of the System (SSCBOUTS), Non-Discharge Status (NDS), Non-User Status (NUS) and Temporary Discharge Permits to ensure appropriate billing.

– Reviews special billing reports for accuracy. Works with customers and Sewer District staff to resolve billing issues. Conducts water leak investigations and makes recommendations for customer reimbursement.

– Inspects septic samples and waste hauling records to ensure compliance with Sewer District regulations and procedures.

– Inspects dental facilities, hospitals and industrial facilities to assess their contribution of mercury to the Sewer District’s wastewater treatment system.

– Prepares clear and concise facility inspection reports. Communicates investigation results verbally and through written reports and presentations.

– Required to be on-call, carry a District cell phone and report for duty within one hour as scheduled to respond to and investigate emergencies with the potential to impact the Sewer District’s collection system and WWTPs such as hazmat incidents, oil or chemical spills, odor complaints, and wastewater treatment plant upsets and dry weather discharges of wastewater to the environment during and outside of regular work hours.

– Gather materials needed to complete a project. Ensures that materials and equipment are in proper working order. Troubleshoots and finds solutions to equipment problems. Sees that equipment is given proper care and arranges for required service.

– Documents activities and findings. Compiles and collates information. Files records and reports and enters data into electronic information management systems. Designs maps, charts and graphs using appropriate computer software.

– Participates in the District Drone Program conducting cinematography, photography, modeling, asset inspection, environmental monitoring or aiding external agencies. Roles may include, but not limited to, pilot, visual observer, video and photo editor.

– Cooperates with team members. Maintains good public relations by dealing with complaints, being polite to customers and answering inquiries about Sewer District activities. Serves as a liaison between other organizations, departments and internal or external personnel. Participates in District outreach events.

– Assists with decision making based on circumstances in the field. Keeps abreast of regulations and new developments in the field. Observes safe work practices.

– Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

Candidate must possess bachelor’s degree preferably in Chemistry, Biology, Environmental/Chemical Engineering, Environmental Studies or a closely related field.

EXPERIENCE

No prior experience required.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

– Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.

– Candidate must obtain a certificate of completion of a Standard Multimedia First Aid Course and CPR certification within one year of employment and be recertified as required.

– Candidate must possess a certification in 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within one year of employment and be recertified as required.

KNOWLEDGE, SKILLS AND ABILITIES

– Candidate must possess basic knowledge of environmental regulations.

– Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.

– Candidate must be detail oriented and capable of managing large amounts of data, maintain detailed comprehensive records, analyze and organize information, have effective project and time management skills and be well organized.

– Candidate must possess the ability to effectively plan, coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.

– Candidate must be proficient in Microsoft Office Suite, including Word, Excel, Outlook and PowerPoint.

– Candidates must have the ability to interpret and evaluate information and alternatives, produce written technical documents and make decisions regarding equipment and methods to complete work assignments in accordance with regulations.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as balancing, bending, climbing, crawling, crouching, driving, feeling, kneeling/squatting, reaching, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping, power grasping and fine manipulation with one or both hands. Ability to push, pull and lift from floor to waist, waist to shoulder or floor to shoulder up to 100+ lbs. on an occasional basis may be necessary. Position will require visual demands of accommodation, color vision, depth perception, far acuity and near acuity. Ability to withstand extremely loud noise exposure for fifteen minutes or longer on an infrequent basis is required. Exposure to environmental conditions such as respiratory hazards, extreme cold/heat (non-weather related), outdoor work, wet/humid conditions, work around large machinery, work at heights and work inside confined spaces is encountered in this position.

Pay Range: USD, Commensurate with Experience

$53,198 – $63,837
