Lieutenant – Northeast Ohio Regional Sewer District

JOB SUMMARY

Leads the day-to-day operations of the Security department to ensure the safety and security of all Sewer District employees, buildings, grounds, equipment and records. Provides Sergeants with appropriate administrative, technical support and information. Reviews work for accuracy, thoroughness and quality. Maintains working knowledge of departmental standard operating procedures and utilizes all resources to arrive at a positive interpretation of the information. Ensures departmental enforcement activities are in compliance with Sewer District policies, standard operating procedures, strategic policy goals and initiatives, Ohio Revised Code, the Ohio and United States Constitution, Court Rulings and Protocols and Agreements with other jurisdictions. Monitors and enforces uniform standards, policies, regulations and practices and provides related training. Coordinates assigned activities with various departments throughout the Sewer District and in some cases with outside agencies. Performs other duties of similar nature as may be required.

ESSENTIAL FUNCTIONS

  • Leads the daily operations of the Sewer District’s Security department. Provides staff with appropriate guidance and direction in performing administrative tasks, including but not limited to filling open shifts, schedules training, keeping track of officer’s overtime, documenting and logging sick leave, scheduling and relieving officers and other relevant tasks. Develops and distributes goals related to the safety and security of the Sewer District.
  • Facilitates new hire onboarding process and gives an overview of the Security department. Informs new hires of Mustard report, Active Shooter drills, drug testing process and creates photo identification and access control.
  • Leads Sergeants to minimize errors using Overtime Application and track for efficiency, as Lead Auditor of the Overtime Application. Implements overtime cost-savings strategies for budgeting purposes.
  • Oversees personnel’s time management through daily audit to ensure timesheets are completed accurately and in a timely manner.
  • Manages and facilitates Sewer District initiatives for Drug Collection. Schedules, coordinates and authorizes personnel for drug collections and drug drop off with county Sheriff’s department.
  • Manages appropriate service and staffing leve Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures. Allocates resources accordingly. Supervises staff. Conducts performance evaluations of the Sergeants. Reviews performance evaluations of the security officers.
  • Assesses and monitors workload, administrative and support systems and internal reporting relationship Identifies opportunities for improvement. Directs and implements changes, accordingly.
  • Maintains supervisory oversight of Sergeants to ensure compliance with policies, procedures, federal, state and local laws and ordinance Directs initial emergency response and offers security assistance at all facilities. Performs secondary investigations on all incidents and accidents.
  • Assists in the development and implementation of Security personnel’s goals, objectives and priorities for each assigned service area. Recommends and administers policies and procedures.
  • Uses law enforcement experience, familiarity with the community and local as well as Sewer District- specific capabilities to accomplish tas Maintains working knowledge of departmental and organizational standard operating procedures. Receives and investigates complaints in connection with personnel or the delivery of safety and security services in conformance with standard operating procedures. Initiates immediate action when necessary, including corrective action.
  • Maintains good public relations with communities the Sewer District serv Acts as a resource for inquiries and complaints with internal and external contacts. Establishes and maintains a network of contacts and works closely and collaboratively with those contacts.
  • Takes every reasonable precaution to ensure the protection of employees, patrons and members of the pub Identifies and informs employees of hazards in the workplace. Enforces security measures, controls and procedures. Stays current on all operational incidents and activities on all shifts and all facilities.
  • Communicates expectations of job performance and implements departmental policies and procedure Facilitates supportive working relationships, encourages and promotes cooperation to create good team spirit and increases quality of job performance.
  • Coordinates all training schedules, including but not limited to video training, active shooter training, annual CPR, First Aid and Firearm Re-certification training of Sergeants and other members of Security.
  • Responds to and resolves difficult and sensitive employee and related customer inquiries and complain Explains and communicates security programs, policies and activities. May serve as lead negotiator, resolving sensitive and controversial issues.
  • May represent the Sewer District on committees and community organizations concerned with improvements in security, public education and related public relation Attends and participates in professional group meetings. Maintains awareness of new trends and developments in the field of law and security enforcement, crime prevention and related support services. Incorporates new developments as appropriate.
  • Manages Special Response Team as it relates to the budget, training and selection process for candidates.
  • Acts on behalf of the Chief of Security when directed. Serves as Acting Chief of Security when required.
  • Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

Candidate must possess a high school diploma, GED or state recognized equivalent.

EXPERIENCE

  • Candidate must possess six (6) years of progressively responsible law enforcement experience in an administrative and supervisory role where managing law enforcement individuals was a major responsibility of the job.
  • Experience must include three (3) years supervising, managing and/or leading people, projects and/or processes.
  • Supervisor or Lead training, provided through OPOTC or other organization is preferred.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

  • Candidate must possess a current certificate as a police officer in the state of Ohio as verified through the Ohio Peace Officer Training Commission (OPOTC).
  • Candidate must obtain a certificate of completion of the Red Cross Standard Multimedia First Aid within six (6) months of employment.
  • Course and C.P.R. certification within six (6) months of employment and be recertified as required.
  • Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.

KNOWLEDGE, SKILLS AND ABILITIES

  • Candidate must possess knowledge in law enforcement, how to implement safety protocols and emergency action plans, techniques for coordinating assigned activities, and uniform standards, policies, regulations and practices.
  • Candidate must possess the ability to perform a broad range of supervisory responsibilities and the ability to establish and maintain effective working relationships with subordinates, peers, supervisors and the general public. Candidate must have excellent verbal and written communication and interpersonal skills.  Proficiency in Microsoft Office Word and Excel software.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position, the employee must be able to compare, copy, analyze, synthesize, compile, coordinate, negotiate and instruct.  Ability to communicate while exhibiting strong interpersonal skills is required.  Physical work will need to be performed, such as standing, sitting, handling, hearing, reaching, fingering and talking. Ability to lift more than 100 lbs. on an occasional basis may be necessary.  Position will require visual demands of near acuity, far acuity, depth perception and accommodation. Exposure to extreme weather, atmospheric conditions, wet and/or humid conditions, extreme cold and heat that is non-weather related, hazards, vibrations and confined/restricted working environments is encountered in this position.

Pay Range: USD, Commensurate with Experience

$85,662 – $107,077
