Manager of Stormwater Inspection and Maintenance (SWIM) – Northeast Ohio Regional Sewer District

JOB SUMMARY

Manages Stormwater Inspection & Maintenance (SWIM) activities. Ensures the stormwater inspection and maintenance program continues to provide optimum health and safety for customers and communities. Establishes stormwater maintenance best practices, policies and procedures to ensure appropriate staffing, process consistency, metrics and quality service delivery. Directs, implements and manages effective and efficient predictive, preventive and corrective stormwater inspection and maintenance to ensure proactive responses, cost savings and maintenance of the stormwater infrastructure. Maintains good working relationships with internal departments, communities and various government agencies. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

– Manages the operational analysis, maintenance, cleaning, inspection and repair activities related to stormwater infrastructure facilities within the regional stormwater system under the Regional Stormwater Management Program (RSMP). Takes appropriate action to ensure preventive, predictive and corrective maintenance within the regional stormwater system is performed consistently, timely and correctly.

– Directs, develops and implements short and long-term goals, objectives, policies and procedures for the SWIM program to meet established metrics.

– Directs the management of inspection, maintenance and repair activities at the Sewer District’s green infrastructure sites. Takes appropriate action to ensure preventative, predictive and corrective maintenance is performed consistently, timely and correctly.

– Evaluates changes to the regional stormwater system and determines how maintenance actions need to be performed. Leads root cause analysis to improve efficiencies and eliminate reactive responses when possible.

– Supervises, directs and motivates staff to obtain high productivity, results and morale. Appraises performance, creates staff development plans and individualized job training and coaching. Responsible for time management and time off requests submitted by staff.

– Directs urgent storm responses. Manages Emergency Action Plans for regulated dam structures owned by the Sewer District. Develops and participates in crisis management drills and coordinates directly with internal and external emergency response personnel.

– Monitors regulation changes and trends that may affect implementation of SWIM’s responsibilities. Recommends and implements policy and procedural changes. Develops and implements monitoring, reporting and compliance strategies related to SWIM’s responsibilities within the regional stormwater system and annual report submission.

– Reviews and provides input on the design and construction of projects undertaken by Sewer District staff, consultants and contractors.

– Coordinates with Sewer District staff to review and evaluate engineering designs, plans and specifications to ensure quality and compliance with applicable requirements. Manages projects and prepares specifications for quote and bid documents. Manages SWIM’s budget and contracts.

– Participates in annual review and prioritization of the Stormwater Construction Plan.

– Develops and standardizes procedures to improve and continuously monitor the efficiency and effectiveness of assigned programs.

– Assess, evaluates and improves asset management system outputs to ensure quality and compliance with regulations and Sewer District standards.

– Performs other duties of similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

Candidate must possess bachelor’s degree, preferably in engineering, engineering technology, environmental science, industrial management or related field.

EXPERIENCE

– Candidate must possess six (6) years of experience working in the stormwater, stream stabilization/restoration or wastewater collection industry. Experience in operating and maintaining stormwater systems is preferred.

– Experience must include three (3) years of supervising, managing, and/or leading people, projects and/or processes.

– Experience interfacing with regulatory, government and consumer groups preferred.

– Stormwater permit compliance or related environmental analysis and reporting experience is preferred.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.

KNOWLEDGE, SKILLS AND ABILITIES

– Candidate must possess knowledge of maintenance inspection methods and practices, and utility program design including monitoring and controlling stormwater and/or wastewater flow and infrastructure issues.

– Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.

– Candidate must possess strong public speaking skills.

– Candidate must possess the ability to effectively plan, coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.

– Candidate must possess ability to manage projects, meet deadlines and tackle emergencies and difficult situations.

– Candidate must possess the ability to effectively plan, coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.

– Candidate must be proficient in Microsoft Office Suite, including Word, Excel, Access, Outlook and PowerPoint.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position the employee must be able to analyze, comprehend, coordinate, make decisions, interpret, negotiate, organize, solve problems and perform tasks. Numerical intelligence must also be performed. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed such as walking, talking, sitting, standing and typing. Movements including simple grasping, power grasping and fine manipulation are required. Ability to lift up to 40 lbs. on occasion is required. Position will require visual demands of color vision, depth perception, far acuity and near acuity. This position is primarily an office position; however, the need to be in the field is required. Employee may be exposed to extremely loud noises while in the field. While performing work in the field employee may be exposed to respiratory hazards, extreme cold/heat, outdoor work, wet/humid conditions, work around large machinery and work inside confined spaces.

Pay Range: USD, Commensurate with Experience

$96,412 – $120,514
