JOB SUMMARY
Receives, maintains and evaluates wastewater and industrial data in support of department programs. Analyzes and evaluates industrial processes, including industrial pretreatment systems. Assists in the preparation of required Pretreatment Program reports. Assists in the preparation and maintenance of industrial discharge permits. Conducts assessments of local industries to develop permit limits and requirements. Communicates program submittal requirements to industrial users and coordinates meetings as necessary. Performs other duties of a similar nature as may be required.
ESSENTIAL FUNCTIONS
– Reviews analytical data for industrial users to evaluate compliance with regulatory requirements.
– Tracks compliance, noncompliance, information submission requirements and required responses for industrial users.
– Makes recommendations for investigation, monitoring and sampling of industrial, medical and commercial users located throughout the Sewer District’s service area.
– Coordinates with other WQIS supervisors and field investigators in the acquisition of data and operational information.
– Maintains Industrial User inventory.
– Utilizes the Pretreatment Information Management System (PIMS) to input and analyze industrial monitoring data to determine industrial user compliance status. Maintains documentation received from industrial users.
– Performs database queries and generates reports from data in electronic information management systems.
– Designs maps, charts and graphs using appropriate computer software.
– Assists in the preparation of Quarterly Industrial User Violation and Annual Pretreatment Reports.
– Assists in the development of local limits and industrial user discharge limits.
– Assists in calculating mass-based discharge limitations and alternative discharge limitations as required for specific industry types.
– Assists in the verification of the accuracy of calculations and checks the correct recording of information in documents and reports.
– Assists in the review of centralized waste treatment profiles.
– Keeps abreast of Federal, State and Local pretreatment regulations and wastewater treatment technology.
– Provides recommendations in conjunction with others after thorough evaluation in a timely manner.
– Cooperates with team members. Maintains good public relations by dealing with complaints, being polite to customers and answering inquiries about Sewer District activities.
– Serves as a liaison between other organizations, departments, and internal or external personnel. Participates in Sewer District outreach events.
– Responds to and investigates emergencies such as hazmat incidents, oil or chemical spills, odor complaints, wastewater treatment plant upsets and dry weather discharges of wastewater to the environment during and outside of regular work hours.
– Performs other duties of a similar nature as may be required.
Process Analyst II
JOB SUMMARY
Performs advanced and complex evaluations of wastewater and industrial data in support of department programs. Prepares required Pretreatment Program reports and monitors regulatory developments. Performs advanced analysis and evaluation of industrial processes, including industrial pretreatment systems. Prepares and maintains industrial discharge permits. Conducts assessments of local industries to develop permit limits and requirements. Performs other duties of a similar nature as may be required.
ESSENTIAL FUNCTIONS
– Evaluates industrial user process and production information, analytical data and compliance history to determine permit requirements and permit compliance.
– Communicates permit application deficiencies to industrial users and coordinates meetings as necessary.
– Make recommendations for investigation, monitoring and sampling of industrial, medical and commercial users located throughout the Sewer District’s service area.
– Coordinates with WQIS supervisors and field investigators in the acquisition of data and operational information.
– Maintains Industrial User inventory.

– Prepares Quarterly Industrial User Violation and Annual Pretreatment Reports.
– Develops the justification of local limits and modifications to the Code of Regulations.
– Reviews Permit-to-Install applications for pretreatment systems, prepares comments and makes recommendations for approval/denial.
– Develops and reviews industrial user discharge limits.
– Calculates mass-based discharge limitations and alternative discharge limitations as required for specific industry types.
– Verifies the accuracy of calculations and checks the correct recording of information in documents and reports.
– Reviews and approves centralized waste treatment profiles.
– Keeps abreast and drafts comments on Federal, State, and Local pretreatment regulations and wastewater treatment technology when applicable.
– Researches new industrial processes and chemicals associated with those processes to help evaluate their effect on POTW operation and compliance.
– Interprets and applies pretreatment regulations when writing control documents.
– Makes decisions in conjunction with others after thorough evaluation in a timely manner.

MINIMUM JOB REQUIREMENTS
EDUCATION
– Candidate must possess a bachelor’s degree, preferably in Biology, Chemistry, Environmental/ Chemical Engineering, or a closely related field.
– Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.
EXPERIENCE
Candidate must possess two (2) years of experience in compliance with environmental rules, regulations and/or permits including data management and analysis.
OTHER REQUIREMENTS
LICENSURE AND CERTIFICATIONS
– Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.
– Candidate must obtain a certificate of completion of the Red Cross Standard Multimedia First Aid Course and C.P.R. certification within one year of employment and be recertified as required.
– Candidate must obtain a certification in 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) within six (6) months of hire.
KNOWLEDGE, SKILLS AND ABILITIES
– Knowledge of the sections of the Ohio Administrative Code and Code of Federal Regulations applicable to industrial pretreatment required.
– Knowledge of industrial and sewage wastewater treatment and pollutant impacts on wastewater treatment systems is preferred.
– Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.
– Candidate must possess ability to manage projects, meet deadlines and tackle emergencies and difficult situations.
– Candidate must possess negotiation, conflict resolution and problem-solving skills to address issues and opportunities for improvement.
– Candidate must be detail oriented and capable of managing large amounts of data, maintain detailed comprehensive records, analyze and organize information, have effective project and time management skills and be well organized.
– Candidate must be able to successfully perform general math calculations and have strong calculation skills.
– Candidate must possess the ability to effectively plan, coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as balancing, bending, climbing, crawling, crouching, driving, feeling, kneeling/squatting, reaching, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping and power grasping with one or both hands. Ability to lift from floor to waist and waist to shoulder up to 100 lbs. on an occasional basis may be necessary. Position will require visual demands of accommodation, color vision, depth perception, far acuity and near acuity. Ability to withstand very loud noise exposure for fifteen minutes or longer on an infrequent basis is required. Exposure to environmental conditions such as respiratory hazards, extreme cold/heat (non-weather related), outdoor work, vibrations, wet/humid conditions, work around large machinery, work at heights and work inside confined spaces is encountered in this position.
Pay Range: USD, Commensurate with Experience
- Process Analyst I: $62,364 – $77,956
- Process Analyst II: $69,239 – $86,548
